ஹிரோஷிமா முதல் ஃபுக்கிஷிமா வரை வரலாறெங்கும் மனிதர்களின் ஊனத்திற்கும், ஊனமுற்ற குழந்தைகள் பிறப்பதற்கும், அணுக்கதிர்வீச்சும், அணு ஆயுதங்களும் காரணமாக இருந்துள்ளன. ஊனமுற்ற குழந்தைகள் எதிர்காலத்தில் பிறப்பதற்கான வாய்பை அதிகரிக்கச் செய்யும் கதிர்வீச்சு மிக்க அணுஉலைகளை உலகெங்கிலும் அகற்ற வேண்டும் என்பதே எமது கேலிபர் அமைப்பின் நிலைபாடு. மின்தேவைகளுக்காக வேறு மாற்று வழிகளை நாம் கைக் கொள்ள வேண்டும். நாட்டின் மொத்த மின் தேவையில் 2.6 சதவிகித மின் தேவைகளை மட்டுமே அணுமின்சாரம் பூர்த்தி செய்கிறது. ஆனால் அதற்காக நாம் செலவிடும் பணமோ மிக அதிகம். இந்தச் செலவுகளை மாற்று வழியில் மின் உற்பத்திக்காக முதலீடு செய்தால் நாடு நல்லரசாகும். . . வல்லரசு நமக்குத் தேவையில்லை.

நமது அமைப்பைச் சேர்ந்த தோழர் நந்தகுமார் அவர்கள் சென்ற மூன்று சக்கர மோட்டார் வாகனத்தை கேரளாவைச் சேர்ந்த மகிழுந்து சுந்தராபுரம் அருகில் மோதியது. இதில் படுகாயமடைந்த தோழர் நந்தகுமார் தனியார் மருத்துவமனையில் சேர்க்கப்பட்டு சிகிச்சை அளிக்கப்பட்டார். அவது ஊனமான இடதுகாலில் அறுவை சிகிச்சை செய்யப்பட்டு மிகுந்த துன்பத்திற்கு உள்ளானார். கேலிபர் அமைப்பின் தலைவர் சூர்ய நாகப்பன் உட்பட பலர் நேரில் சென்று அவருக்கு ஆறுதல் கூறினர். அவரது வாகனத்தை இயக்க அவருக்கு ஓட்டுநர் உரிமம் இல்லை என்று கூறி அவரது வாகனத்தை வட்டாரப் போக்கு வரத்து அலுவலர் பறிமுதல் செய்து விட்டார்கள். மேலும் எவ்விதமான நட்ட ஈடும் அளிக்க இயலாது என்று விபத்தை ஏற்பபடுத்திய வாகன உரிமையாளரும் கூறிவிட்டார். வேண்டுமென்றால் வழக்கை சந்திக்க தயாராக இருக்கிறேன் என்று இருமாப்பாகப் பேசிச் சென்றுவிட்டார் மோதிய வாகன உரிமையாளர். மாற்றுத்திறனாளிகளால் நீதிமன்றப் படிக்கட்டுகளில் ஏற இயலாது. . . அவைகள் தடைக்கற்கள்.

S. Baskar, a contestant for councillor of Ward 84, feels charged and sports a positive look - Karthik Madhavan

A week into his campaign, S. Baskar, a contestant for councillor of Ward 84, is still confident. In fact, he feels charged and sports a positive outlook. “The people's response is good,” he says from his wheel chair.

“The voters come out of their house to meet me, convey their grievances and listen to my promises. They also pat my shoulder, which keeps me going.”

He adds: “They do not treat me any different from other candidates and that in itself is a positive sign.”

Lok Satta

He filed his nomination after his differently abled friends wanted him to do so. And then came the support from Lok Satta, political wing of the Anti-Corruption Front.

“It is the confidence that we can be different, do things better and be a notch above other candidates has made us file the nomination,” says E.K. Baburaj, Mr. Baskar's friend and campaign manager of sorts.

“The differently abled people want to voice the people's as well as their needs at the Council and that's the reason for Mr. Baskar's candidature,” he explains.

The candidate has the support of committed people like A. Syed Ibrahim, who quit his job at a mobile phone shop in Gandhipuram to campaign for Mr. Baskar.

“By fighting the election, we want to covey a message to society that we want to be counted,” says Mr. Ibrahim, who is also a differently abled person like Mr. Baburaj.

Commitment

Their commitment has made the youth among the voters participate in the campaign.

“Youngsters who see us going around seeking votes, volunteer to distribute handbills and enlist people's support,” says M. Shankar Ganesh, another of Mr. Baskar's campaigners.

This is one side of the story. At the other, the candidate and his supporters are forced to do a lot of explaining. “When we approach the voters, they, looking at our physical status, think we are seeking donation. We then try to explain to them that we want their support and vote not money. They also look at campaigners as those working for money. We again tell them we are volunteers not people working for money,” says Mr. Baskar.

The differently abled person's candidature will not make a difference as the voters do not look for one's physical status in voting, says N.J. Murugesan, the DMK candidate for Ward 84.

He says the fight is between the DMK and the AIADMK, the two leading parties, and others do not stand a chance.

Of the candidates who have filed nominations for election to the Coimbatore Corporation's councillors' posts, S. Baskar stands out. The 32-year-old is different not because of his physical status but what he wants to achieve in the event of his getting elected.

“I want the differently abled to have a say, representation in the Corporation Council,” says the contestant for Ward 84.

“In case I get elected, I will ensure that the civic body takes care of the needs of the differently abled as well.

I want to be their voice in the local body.” He has filed his papers as an Independent and has the support of the Lok Satta, or Makkal Sakthi, the political wing of the Anti Corruption Front. He has studied till third standard, and hails from a family of goldsmiths from Kembatty Colony.

Surya Nagappan of Caliber, an organisation for the differently abled, says the democratic exercise of conducting election is incomplete without the participation of various sections of the society.

A person with disability himself, Mr. Nagappan says having a differently abled in an elected body makes a very big difference. “A challenged person understands our needs better.

And, having one of our ilk eliminates the need for us to depend on others.” He also says this is first step in demanding reservation for differently abled in elected bodies, including the Assembly. “If members of Scheduled Castes and Scheduled Tribes and women can have representation in local bodies, why cannot we? We are as deprived as they are,” is his argument.

Mr. Baskar says students of social work, volunteers, members of Lok Satta and differently abled persons have promised to join his campaign, which will be door-to door.

Employment seminar for differently abled

Caliber, an organisation for the differently abled, on Monday conducted a seminar on employment opportunities for persons with disability.

A release said the programme was conducted at Periyar Padipagam, Gandhipuram.

K. Ramakrishnan, general secretary, Periyar Dravida Kazhagam, inaugurated the one-day seminar and urged the State Government to provide priority in appointment for the challenged persons. He also called for fulfilling the announcement providing three per cent reservation in government jobs.

Impediments

Sreenivasan of the Association for the Rights of Visually Impaired, Coimbatore, spoke on the impediments the challenged people face in getting government jobs.

Fill vacancies

Surya Nagappan of Caliber wanted the Government to fill up teaching and non-teaching posts in government-aided schools and colleges by following the three per cent reservation norms.

Not again, say differently abled

Collector promises to provide easy-to-access halls

Sunday brought back unpleasant memories for many differently abled candidates who appeared for the Tamil Nadu Public Service's examination for Group IV service.

The orthopedically challenged candidates of the special recruitment examination for the differently abled had to struggle their way to examination halls on the first floor at the venue – the Corporation Girls' Higher Secondary School on Oppankara Street.

On July 30 the differently abled candidates had faced a similar problem when they went to the examination venue, an engineering college on the outskirts of the city, to appear for the Combined Subordinate Services examination.

Surya Nagappan, a candidate, says he and many others like him were asked to go to the first floor. “When the TNPSC knows this examination is exclusively for the challenged people, how is that they had agreed to have examinations halls on the first floor.” “Or, is it the district administration's fault,” he asks.

After the July 30 examination, the TNPSC laid the blame at the district administration's door saying it was they who fixed the venue. The administration said the TNPSC had failed to inform them that the differently abled would write the examination.

This time, though, neither the TNPSC nor the district administration has such a luxury, says Karuppusamy, another differently abled candidate.

“Seventeen of us had to struggle our way to the hall. In the process one even fell as there was nothing to hold on to.” Mr. Nagappan says the assurances the administration gave to the media after the July 30 fiasco have remained just that. “What are they going to say now,” he asks. District administration officials were unavailable for comment.

Collector M. Karunakaran assured that he would henceforth ensure that the differently abled were given examination halls that were easy to access.

Differently abled candidates find it difficult to climb up the staircase

On July 30, hundreds of candidates went to a private engineering college, off Sathyamangalam Road, to appear for the Tamil Nadu Public Service Commission's examination for the ‘Combined Subordinate Services'.

Upon reaching the engineering college and coming to know about their examination halls, candidates Surya Nagappan, Syed Ibrahim, Kalanidhi and Sakthivel encountered a doubt. Their doubt was not whether they would clear the examination but whether they would be able to reach the venue at all.

Two of the four differently abled persons had their examination halls on the third floor, the third had it on the second floor and the fourth on the first floor.

They found it so difficult that they reconsidered appearing for the examination, says Mr. Nagappan.

“Climbing three floors is no joke. Syed Ibrahim and I had to inch our way to the third floor, climbing half-a-step at a time on steps we found slippery on account of the smooth finish.”

No relief

Mr. Nagappan complains that neither the college authorities nor the district administration officials were there to provide him relief. “I had clearly mentioned my differently abled status on the application form but it was of no use.”

This was the worst part of the story. What was worse was that the examination centre was so far away from the main road that there was no other transportation facility.

Mr. Ibrahim wants to know why the district administration and the TNPSC had chosen a place that was so far away from the city centre. “It was around 15 km,” he points out. Soon after the examination, Mr. Nagappan says, he contacted the district administration as well as the TNPSC for a clarification but each blamed the other.

“The district administration officials it was the TNPSC's responsibility to inform them that differently abled were among the candidates appearing for the examination so as to enable them to fix a better a centre. The TNPSC officials said they had no role other than approving the centre the district administration identified,” Mr. Nagappan says.

His and the other differently abled persons' worry is that if they have to face the same fate when they appear for a similar government, scheduled on August 7.

The special recruitment for persons with disability for those with class X qualification is just a few days away. They do not know what to do, they lament.

District Collector M. Karunakaran says if the lack of facilities for the previous examination has been brought to his notice, he would have taken efforts to mitigate their trouble.

He promises to provide a friendly centre for the candidates for the ensuing examination.

Demand for friendly public convenience facilities not considered

COIMBATORE: The Coimbatore Corporation came under criticism from the differently abled people in the city, who said they had been left out in the recent budget.

The civic body on February 23 presented the 2011-12 budget. It said it would incur Rs. 20 crore in deficit while spending Rs. 415.56 crore for the city's development.

One of the highlights of the budget was Mayor R. Venkatachalam's announcement that the Corporation would build children-friendly toilets across the city.

The exercise was aimed at helping children learn hygiene.

The physically-challenged people said their demand for friendly public convenience facilities across the city was not considered.

Surya Nagappan of Caliber, an organisation that worked for the challenged people, said all the public toilets, both paid and free, were unusable.

The floors were tiled, wet and thereby slippery making it difficult for a person moving with crutches. The public convenience facilities mostly had Indian toilets that were impossible for challenged persons to use.

Besides, there was no way a wheelchair-using physically challenged could enter the toilet complexes and manoeuvre to access the toilet. For people who used crutches and special shoes it was a tedious exercise.

Nagappan said it was difficult for these people to get up after using the lavatory because there was no grip on the wall for support and added that physically-challenged students at Corporation schools also faced similar problems.

Stating that as per the 2001 census, there were more than 70,000 differently abled people in Coimbatore, Mr. Nagappan said the city needed special toilets at the railway junction, Gandhipuram bus stand, Mettupalayam Road bus stand, Singanallur bus stand and at a few other places in the city.

He emphasised that the civic body was bound to provide facilities for people with special needs because India was a signatory to the United Nations' Convention on the Rights of Persons with Disabilities.

Code of conduct

A Corporation official, on conditions of anonymity, said there was no bar on the civic body in providing such facilities but no announcement or commitment could be made now as the Model Code of Conduct for the ensuing Assembly elections was in force.

Mayor R. Venkatachalam said as soon as the Model Code of Conduct was lifted, he would consult all political parties and take the Council's approval before constructing special toilets, as the demand was genuine.

கோவை மாநகராட்சியின் பட்ஜெட் 23-2-11 அன்று தாக்கல் செய்யப்பட்டது. இந்த பட்ஜெட் மட்டுமல்ல கடந்த ஆண்டுகளில் தாக்கல் செய்யப்பட்ட பட்ஜெட்களில் கூட மாற்றத்திறனாளிகளின் நலன்களுக்கென எந்தவித திட்டங்களையும் சேர்த்துக் கொள்வதில்லை. தமிழ்நாட்டில் மிக அதிக அளவில் 1.14 இலட்சம் மாற்றுத்திறனாளிகள் இருக்கும் கோவையில் (2001 ஆம் ஆண்டு மக்கள் தொகை கணக்கெடுப்பு) எந்த விதமான திட்டங்களையும் அவர்களுக்கு அறிவிக்கவில்லை. 415 கோடி ரூபாயை செலவளிக்கும் இந்த மாநகராட்சிக்கு ஏன் மாற்றுத்திறனாளிகளின் பிரச்சனைகள் புரிவதில்லை?.

1.மாற்றுத்திறனாளிகளுக்கென பேருந்து நடை‍மேடையை உயர்த்தி அவர்களின் சக்கர நாற்காலிகளோடு பேருந்தில் பயணம் செய்யும் வசதி இந்த மாநகராட்சியில் எங்குமே இல்லை.

2. மாற்றுத்திறனளிகள் பயணம் செய்யும் வகையில் ஒரு பேருந்து கூட இயக்கப்படவில்லை. கிட்டத்தட்ட 40 ஆயிரம் கை கால் ஊனமுற்ற மாற்றுத்திறனாளிகள் வீட்டிலேயே முடங்கிக் கிடப்பது உங்கள் கண்களுக்குத் தெரியவில்லையா?

3. மாற்றுத்திறனாளிகளுக்கென சிறப்பான கழிவறைகள் எங்குமே அமைக்கப்படவில்லை. தவழ்ந்து செல்லும் ஒரு மாற்றுத்திறனாளி கழிவறைக்கு சென்று திரும்பும் பொழுது உடல் முழுவதும் சிறுநீரை அப்பிக் கொண்டு வருவதை நீங்கள் பார்க்கவில்லையா? அந்த துயரத்தை இவர்கள் உணரவில்லையா?

4. உள்ளாட்சி நிர்வாகத்திற்கு சொந்தமான எந்த வணிக வளாகங்களிலும் மாற்றுத்திறனாளிகள் சென்று வர இயலாத அவலநிலையே நீடிக்கிறது. சரியான சாய்தள வசதிகள் இல்லை. லிப்ட் வசதிகளும் இல்லை.

5. பார்வைக் குறைபாடு உடையவர்கள் சாலையைக் கடக்கும் பொழுது ஒலிகளை எழுப்பும் வசதிகளைக் கூடச் செய்யவில்லை. அவர்களின் உயிர் பற்றிய எந்த அக்கறையும் இல்லை இந்த உள்ளாட்சி நிர்வாகத்திற்கு.

6. மாற்றுத்திறனாளிகளுக்கென சிறப்பு மருத்துவமனைகள் கூட இல்லாத ஒரு மாநகரம் இந்த கோவை மாநகரம்.

7. நூலகங்கள், பூங்காங்கள், வணிக வளாகங்கள், திரையரங்குகள், சந்தைகள், என்று எந்த இடத்திற்கும் மாற்றுத்திறனாளிகள் சென்று வர இயலாத சூழ்நிலை.

8. பார்வைக் குறைபாடு உடையவர்கள் பாட்டுப்பாடிப் பிச்சையெடுப்பபது உங்கள் கண்களில்படவில்லையா? பல்வேறு சிக்னல்களில் கையேந்தி பிச்சையெடுக்கும் ஊனமுற்றோரை, பார்வைக் குறைபாடு உடையவர்களை நீங்கள் சந்திக்கவில்லையா?

9.காது கேளாத வாய் பேச இயலாதவர்களுக்கென ஒரு சிறப்பு கல்லூரியை இந்த மாநகரத்தில் நிறுவிட ஏன் உள்ளாட்சி அமைப்புகளோ, மாற்றுத்திறனாளிகளை வைத்து பிழைப்பு நடத்தும் என்.ஜி.ஓக்களோ ஏன் செய்யவில்லை?

யூ.என்.சி.ஆர்.பி.டி கூறியுள்ள உள்ளாட்சி அதிகாரத்தில் மாற்றுத்திறாளிகளின் பங்கேற்பும், வளங்களில் அவர்களுக்கான ஒதுக்கீடும் முற்றிலுமாகப் புறக்கணிக்கப்படுகிறது.

உள்ளாட்சி அமைப்புகளுக்கு இவற்றையெல்லாம் புரிய வைத்து அவர்களுக்கான திட்டங்களை உருவாக்கிடச் செய்ய வேண்டிய மாற்றுத்திறனாளிகள் நல அலுவலரும், மாவட்ட ஆட்சித் தலைவருக்கும் முக்கிய பொறுப்பு உள்ளது.

மாற்றுத்திறனாளிகளுக்காக பணியாற்றம் தொண்டு நிறுவனங்கள் என்ன செய்து கொண்டிருக்கின்றன. என்.ஜி.ஓக்கள் இந்த பட்‍ஜெட் பற்றி என்ன கருத்துகளை வெளியிடுகின்றன?

அவினாசிலிங்கம், ராமகிருஷ்ணமிஷன் போன்று மாற்றுத்திறனாளிகளுக்கென பணிகளைச் செய்து வருகின்றவர்கள் பட்ஜெட் பற்றிக் கூறும் கருத்தென்ன?

இன்னும் இந்த என்.ஜி.ஓக்கள் தங்களின் சிறப்பான திட்டங்கள் நிறைவேற்றிக் கொள்ள மாற்றுத்திறனாளிகளை எத்தனை காலம் பயன்படுத்திக் கொள்ளப் போகின்றன.

எங்களை அடிமையாய் இரு, அண்டிப்பிழை, ஆமை போல் ஒடுங்கு என்று கூறுவது எவனடா? உரிமைக்காக எங்கள் குரல் ஒலிக்கும் போதெல்லாம் சலுகை ரொட்டிகளை வீசி எறிந்து எமது குரல்வளையை ஒடுக்குவது ‍எவனடா? தொடரும் எமது துன்ப துயரங்களைக் களையாமல் பொறுத்துக் கொள் என்று கூறும் காட்டுமிராண்டி யார்? இன்னும் எத்தனை காலம், இதற்கெல்லாம் ஒரு விடிவே இல்லையா?

டிசம்பர் 3 வந்தால் நாம் எமது உரிமைகளுக்காக பட்டினிப் பேராட்டங்களை நடத்தினால் மற்றவர்கள் மாற்றுத்திறன் குழந்தைகளுக்கு விளையாட்டுப் போட்டிகள், கலைநிகழ்ச்சிகள் என்று குதூகலிக்கின்றனர்.

அமைதியான வழியில் பல்லாண்டுகாலமாகப் போராடி வருகின்றோம் அதற்குப் பலனேதும் இல்லை. "நாம் என்ன ஆயுதம் ஏந்த வேண்டும் என்பதை நமது எதிரியே தீர்மானிக்கிறான்" என்பார் மாவோ. இனி எப்படிப் போரடுவது என்று எமக்குக் கற்றுக் கொடுங்கள்.

வரும் மார்ச் 30ஆம் தேதி யூ.என்.சி.ஆர்.பி.டி சாசனத்தில் இந்தியா கையெழுத்திட்ட ஐந்தாம் ஆண்டு நிறைவு. அன்று மாற்றுத்திறனாளிகள் தங்களின் அடுத்த கட்ட போராட்டத்தை திட்டமிடுவார்கள்.

Awards to differently-abled employees of Roots Staff Reporter

COIMBATORE: Disability seems not to be a challenge for R. Chandramohan, D. Mohankumar and N. Devaraj, employees of Roots Industries India Limited, when it comes to work.

All three have won awards for the good work they did for the firm recently. Mr. Mohankumar and Mr. Devaraj were given the Kaizen award, in recognition of the small contributions that helped the Roots in a big way. Mr. Chandramohan won the cent per cent attendance award.

“Employees are encouraged to give and implement small improvements – Kaizens – which are recorded. When implemented, it leads to improvement in quality of work, increase in performance, improvement in safety standards, etc.,” said S. Sudhakar, Head of the Human resource Department of the firm.

The annual attendance award is given to employees who are present on all working days except their weekly offs and national holidays.

For Mr. Chandramohan, the award is not new. “He has been bagging the award for the last 10 years consecutively,” Mr. Sudhakar says.

Mr. Chandramohan has completed eighth standard, and works as an operator in the Coil Winding Division. He lost his ability to speak when he was three years old.

The other two awardees, Mr. Mohankumar and Mr. Devaraj, too, are differently-abled.

The three men could perform well despite their disabilities partly due to the training they received from organisations that help the differently-abled to get employment.

Training

Surya Nagappan of Caliber, an organisation for the challenged, said his group and another NGO, the UDIS Forum, joined hands last year to train the differently-abled and get them employed in industries.

The NGOs train challenged people to adapt themselves to a working environment. They are also told to overcome their fears. “The challenged nurture a fear and believe that they will not be able to work because of their disability. Breaking this complex is a challenge,” Mr Surya said.

The organisations also told the employers to tweak their workplace a little to accommodate the differently-abled as employees. The two organisations had so far placed 570 persons in various industries, Mr. Surya said, adding, on behalf of the employers of the physically challenged, the Union Government paid the employers' Provident Fund contribution.

Differently-abled persons in Coimbatore getting trained in cleaning small plastic items of protrusions before taking up work.

Differently-abled people in and around the city may soon get comfortable work and earn a few thousand rupees, if the plan devised by Caliber were to fructify. The organisation, by and for the challenged people, is talking to industries to involve themselves in certain areas that could be outsourced.

Surya Nagappan of Caliber says three plastic industries have come forward to provide work. On a trial basis, the industries have trained a little over 10 challenged persons to do the job, provided the raw materials at their door steps and also started collecting the finished items.

Mr. Nagappan says the challenged men and women, who have rented two houses for the purpose, clean small plastic items of protrusions, assemble light-weight parts and also carry out quality inspection. The industries pay Rs. 40 or Rs. 50 for every 1,000 items cleaned, assembled or inspected.

“The money works out to between Rs. 4,000 and Rs. 5,000 a month a person,” he says and points out that the best part is that the challenged people get to work at their place of stay, avoiding the trouble taken to commute to work.

Most of the persons who work are orthopedically challenged. A hearing impaired woman has also come forward to work. Mr. Nagappan says the challenge is not in securing work orders from industries but finding and assembling challenged people at a place. “They do not come forward to work and if at all they come, they do not remain for long,” he rues.

Representative of an industry, on conditions of anonymity, says industries are willing to outsource provided it helps cut cost. “So far the going has been good. The quality of work too is more than satisfactory,” he says.

Differently-abled students face problems in getting fee concession

Officials say that they will look into the issue in the interest of students

COIMBATORE: Rajendran (name changed), a differently-abled engineering student, is not sure if a recent announcement of the State Government will benefit him.

The Government in the G.O. 30, dated June 28, 2010, said differently-abled students in Government and Government-aided institutions would be exempted from paying special fees.

Soon after the issuance of the order, he approached his college, Government College of Technology (GCT), Coimbatore, asking if he would be eligible. The management said he was not.

“An administrative staff clarified that only new students – those who sought admission after the issuance of the order – would be eligible and that existing students would not stand to benefit,” he said.

If Rajendran were to go by the staff's clarification he would continue to pay the fee, Rs. 5,520, as he had been paying for the past one year. And also stand to lose the benefit of another Government Order: G.O. 135 of September 20, 2008.

The order said all differently-abled students of Government and Government-aided higher educational institutions would be exempted from paying fees. On October 16 the same year, the Government extended the benefit to students of engineering colleges.

Surya Nagappan of Caliber, an organisation working for the challenged people, said Government and Government-aided institutions should appreciate the spirit behind the Government issuing the orders.

“If they were to take the stand they had taken, it would go against the motives of the Government,” he said.

A senior GCT authority promised to look into the issue, keeping in mind the fact that the last date for paying fees was already over.

District Disabled Rehabilitation Officer C. Jasmine said she was aware of the problem and would soon ask for a clarification from the authorities concerned.

Meanwhile, the Bharathiar University has said in its prospectus that only those with or above 60 per cent disability were eligible for 100 per cent fee waiver.

For other it said only 25 per cent fee concession was available.

The University's announcement went against the Government Order 135 of September 20, 2008, pointed out Mr. Nagappan.

“When the Government had clearly specified that all persons with or above 40 per cent disability were eligible to avail of all schemes and benefits, how is it that the University has a separate set of standards,” he asked.

The University's stand has put prospective physically challenged students like Murugan (name changed) in trouble.

If there was no fee waiver he would not be in a position to pursue M.B.A., he said.

Asked about the 60 per cent condition, a senior University official said he would look into the issue and promised that all eligible differently-abled students in the institution stood to enjoy all benefits.

Accessibility still a problem for differently-abled

Access to public buildings has always been an issue for the differently abled people, particularly the orthopedically and the visually challenged. And it continues. Be it shopping malls, banks or education institutions they have found it difficult to enter and exit the premises, move around within and conduct their affairs without any hitch.

“Right from the gate, most establishments are disabled unfriendly,” rues Surya Nagappan of Caliber, an organisation working for the challenged.

The first problem is stairs. Most are either steep or narrow for people with disabilities to climb. Adding to the problem is the absence of rails, he says. “At least if there is a handrail, the orthopedically-challenged will cling and manage to get into the building.”

With banks the difficulty is to get past the collapsible gate. “Most banks have the gate half opened, which they say is for security reasons. But for the differently-abled, it is a herculean task to get past the gate.”

Next comes access to toilet. For the physically challenged people who go about moving on wheel chairs it is difficult to enter the toilet.

Mr. Nagappan says: “The entry is so narrow that a wheelchair cannot be taken in. And if at all a person can take the wheelchair inside, there is hardly any space to manoeuvre as the doors come in the way.”

He names the premises of a number of banks, commercial establishments in Coimbatore to underscore his point.

And this goes against the sections of The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. Section 46 says, “The appropriate Governments and the local authorities shall, within the limits of their economic capacity and development, provide for – (a) ramps in public buildings; (b) Braille symbols and auditory signals in elevators or lifts; (c) ramps in hospitals, primary health centres and other medical care and rehabilitation institutions.”

The United Nations Convention on the Rights of Persons with Disabilities, to which India is a signatory, says: “To enable persons with disabilities to live independently and participate fully in all aspects of life, States Parties shall take appropriate measures to ensure to persons with disabilities access, on an equal basis with others, to the physical environment, to transportation, to information and communications…”

Section 2(b) of Article 9 of the Convention says: “To ensure that private entities that offer facilities and services which are open or provided to the public take into account all aspects of accessibility for persons with disabilities.”

These laws are binding on the Government of India, which is duty bound to ensure that disabled have easy access to public buildings.

Sources in Coimbatore Corporation say plans that come for approval do have mention about provisions for the challenged people but then they are hardly abided by. Mr. Nagappan suggests just as the State Government made mandatory a no objection certificate for fire safety for approving a building plan, it must do the same for disabled friendliness. “Let the District Disabled Rehabilitation Officer or the Commissioner for the Disabled be empowered to issue the NOC.” Architects say the awareness is fast catching up among property developers. “Those constructing IT parks, offices for MNCs, BPOs are very keen on adhering to the standards,” says M. Bhuvana Sundar of Sundar Sundaram Architects.

He adds: “Though not much additional investment is required to provide for the facilities, it is the question of space, which the developers must come forward to provide. And, they are starting to allocate the space.”

Hearing impaired person moves court

A person with hearing impairment has moved the Madras High Court seeking a direction to authorities to reserve one per cent of the total vacancies in the post of Secondary Grade Teacher for hearing-impaired candidates. She also sought a consequent direction to appoint her in the post.

In her petition, S. Priyanka of Sachiyapuram in Sivakasi stated that she had registered with the employment exchange. There was an announcement in April this year that 1,743 Secondary Grade Teachers would to be appointed based on employment seniority in 2010. Three per cent of the vacancies would be reserved for the hearing impaired, blind and the orthopaedically disabled.

When she enquired with the authorities, she was informed that hearing impaired candidates would not be sponsored for the post and only the blind and orthopaedically disabled candidates would be considered.

The petitioner said the authorities' action was unreasonable, arbitrary and discriminatory. It was against the principles of natural justice. She sent a representation dated May 1. In the order, Justice D. Hariparanthaman said that in view of an earlier order of a Division Bench, there was a direction to reserve one percentage of Secondary Grade Teachers post for the hearing impaired. He ordered notice and posted the matter for June 8.

Absence of provision in TNAU application form irks differently abled

COIMBATORE: Tamil Nadu Agricultural University's application form for undergraduate courses has irked the differently abled.

Section 10 of the ‘Application For Admission To Undergraduate Degree Programs 2010-11' has ‘BC', ‘BCM (Muslim)', ‘MBC/DNC', ‘SC', ‘SCA (SC-Arundhathiyars)', ‘ST' and ‘Open Competition' categories. It has left out the differently abled, though.

A separate check box for the differently abled is a must because that is the place the applicants can let know the institution of their status. Declaration of the status will help them avail of the reservation they are eligible for, argues Surya Nagappan of Caliber, an organisation working for the challenged people.

The differently abled enjoy three per cent reservation, as per the orders of the State Government. The University acknowledges the same in its brochure: “Three per cent of the seats in the undergraduate degree programme are reserved for physically handicapped candidates. The applicant should possess minimum qualifying marks and should attach proof of evidence along with the application.”

The use of the word handicapped has also angered the applicants. “When the Government has discontinued the use of the word and suggested differently abled or persons with disabilities instead, how is it that the University has failed to reflect the change,” he asks. “It pains us when such a great institution continues to refer to us as handicapped.”

The question Mr. Surya raised has put parents of a diffierently abled applicant in a fix. Father of the applicant, on conditions of anonymity, says he did not know what to write under Section 10 of the application form. He has not checked any of the boxes and now fears rejection of his daughter's candidature.

The University not making provision for the differently abled to fill in their status stands in stark contrast to the Tamil Nadu Engineering Admission application form. A soft copy of the application form under Section 18 mentions special reservations and among the differently abled categories has separate check boxes for orthopaedically differently abled, persons with hearing impairment and persons with visual impairment.

It also talks about the number of seats for applicants coming under these categories and provides necessary details.

Such provisions have not been made and are not available for the challenged people in The Tamil Nadu Dr. MGR Medical University and Tamil Nadu Veterinary and Animal Sciences University application forms. A few leading professional colleges are no exception either.

Dean, Admission, TNAU, V. Jayabal, who is in charge of admissions, was not available for comments. A professor, who also takes care of admission, says on conditions of anonymity that absence of the provision does not mean their applications will be rejected.

To be eligible for admission they will have to attach a photocopy of the certificate the District Disabled Rehabilitation Office provides, he clarifies.

On the use of the word ‘handicapped' in the brochure, he says for the change to take effect, the University's Academic Council will have to approve of the same.

CMCH needs an audiometrician

COIMBATORE: When Anita Evangeline, a person with hearing impairment, wanted to get an audiometry test done at the Coimbatore Government Medical College Hospital, she was asked to go to Tirupur.

The diploma holder went to the hospital because the test certificate will help her secure an engineering seat through the disability quota. Audiometry test measures the level of deafness.

The hospital authorities directed Ms. Evangeline to Tirupur because the ENT Department does not have an audiometrician. The post remains vacant for about a year now.

The challenged people, however, managed to get the certificates until recently, thanks to a speech therapist who also doubled up as an audiometrician. The therapist retired in March.

Since his retirement differently abled people are suffering because they are being directed to other Government hospitals, complains Surya Nagappan, who works at NGO U-DIS for persons with disabilities.

The certificate is also mandatory for such people to get quota benefits in Central and State competitive examinations.

Mr. Nagappan says the people are forced to go in for a fresh test because every recruiting agency has got a separate pro forma for filling-in the details and the latest test report is required.

According to hospital sources, the ENT Department has always been without an audiometrician except for a couple of brief periods.

Wider representation on welfare board demanded

COIMBATORE: An organisation working for the differently-abled has urged the State Government to give wider representation for them on the welfare board for the disabled.

Surya Nagappan, Promoter, State-level Disabled People's Organisation, says that barring a person each from Tirunelveli and Madurai, all the persons the State Government has nominated to the welfare board are from Chennai. The government last week reconstituted the board.

To function in an efficient manner, any organisation has to reflect reality and the social welfare board is no exception. It has to have members from all parts of the State.

Mr. Nagappan says this cannot be any truer because Chennai has fewer persons with disabilities. Quoting statistics, he says the State capital has only 96,000 persons, whereas Coimbatore has 1.14 lakh (based on 2001 census).

However, no differently-abled from the city has made it to the board. That being the case, how will the challenged people in the city air their grievances effectively and the government redress the same, he asks.

The absence of representation from other parts of the State on the board has led to a decrease in the allotment of Central and State Government funds for organisations in these areas, he says and alleges those in Chennai are garnering 90 per cent of the funds meant for persons with disabilities.

The social activist wants the board to function in a better way as well. There was hardly a protest or murmur from the board when the Railways reclassified as reserved the compartment meant for challenged persons, he says and adds that if the board had initiated action the Railways could have reversed the decision to re-allot the berths or seats. The next demand of the organisation is direct employment for the challenged persons who have registered with various employment offices in the State.

Just as the government goes in for direct recruitment based on seniority for teachers and a few others posts, it should extend the same for the differently-abled.

How long can the persons with disabilities wait for the government to reserve seats and conduct examinations for the same, Mr. Nagappan asks. The government must provide around 9,000 seats for the challenged people based on the three per cent reservation rule, he points out.

‘Differently-abled want more rights than welfare measures'

COIMBATORE: Differently-abled persons are more interested in having their rights guaranteed than getting welfare measures, says Surya Nagappan of Caliber, an organisation for persons with disabilities.

“If Central and State Governments enact and enforce legislations protecting the rights of differently-abled, there will be no necessity for welfare measures because they will be able to fend for themselves,” he argues. That is the crux of the demands the organisation has submitted to the State Government.

To underscore his point, he refers to the “poor implementation” of three per cent reservation rule for employment of persons with disabilities in State Government and its organisations.

“The Government has been doing more or less a good job as far as appointing visually challenged persons as teachers, but it has failed in extending the same to the hearing impaired and physically challenged. In many cases it has not issued proper guidelines and that impedes appointment,” he alleges.

Referring to the regularisation of persons who were temporarily appointed during the previous regime, he says, “When the Government took in people on a temporary basis, recruiters neither followed the seniority list nor gave preferential treatment to the differently-abled. Later, when they were appointed on a permanent basis the challenged people lost out.”

Keeping in mind the same, Caliber has urged the State Government to guarantee that three per cent vacant posts in all departments be given to persons with disabilities, as mentioned in the Persons with Disabilities Act, 1995. The next is the implementation of guidelines mentioned in United Nations Convention on the Rights of Persons with Disabilities. One of the issues therein is the creation of a barrier-free environment.

“Most schools, particularly private institutions, refuse to admit differently-abled children because they do not have the necessary infrastructure. They also do not want to appoint special teachers,” he says. If the Government issues an order implementing the UNCRPD, the differently-abled will have access to not only schools but also ATM centres, banks and other places.

Mr. Nagappan says the Government's identity card for challenged people is of very little use because its acceptability is very less. “Not even a SIM card can be bought by using it. The Government must issue orders to make sure that the card is one of the accepted identity cards, like ration card or voters' identity card.”

S. Ravi, also from Caliber, says the Central Government must first give the national Unique Identity Card to differently-abled.

The organisation has asked the Governments to reserve three per cent seats in State Assemblies and Parliament for the differently-abled persons.

A farmer and his wife in Uttar Pradesh have sought President Pratibha Patil's permission for the mercy killing of all their four sons who have turned into virtual vegetables. The four, aged 10 to 16 years, have been afflicted by muscular dystrophy, a genetic disease that has confined them to bed.

"My sons cannot stand on their feet. They are unable to move their body below the neck. I see their distress every day. Now when doctors too have lost hope, I want they should die. Death would be the ultimate solution for their suffering," farmer Jeet Narayan of Bashi village of Mirzapur district, some 300 km from Lucknow, has said in his letter to Patil.

"My sons are in utter discomfort. I cannot see their helplessness any more. So, we have written to the president that our sons be killed through euthanasia," Narayan's wife Prabhavati said over telephone.

Narayan has told his neighbours that he has sold of all his valuables to meet the medical expenses of his sons.

"Our financial resources have been exhausted. I even sold off the parental land. Moreover, I owe nearly Rs 2 lakh to moneylenders," he said.

Prabhavati said muscular dystrophy afflicted her sons when they were five years old. She identified them as Durgesh, 16, Sarvesh, 14, Brijesh, 11, and Suresh, 10. All four were normal children until then.

The couple now fears their four-year-old daughter may become disabled when she turns five.

"Till now our daughter is doing fine but we are quite worried about her. She might meet the same fate like her brothers after a year or so," said Prabhavati.

COIMBATORE: Caliber Trust, an organisation working for people with disabilities, has appealed to the government to implement the clauses mentioned in the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).
The convention was adopted by the U.N. in 2006 and was ratified by India on March 30, 2007. The country had failed to put the welfare measures into practice, said Surya Nagappan, Director of Caliber Trust.
The convention was aimed at promoting, protecting and ensuring the full and equal enjoyment of all human rights by persons with disabilities. It covered key areas such as accessibility, personal mobility, health, education, employment, participation in political life, equality and non discrimination. Hardship
Though India had ratified the convention, the disabled in the country had to face severe hardships in achieving a decent education and employment.
Even transportation facilities were not suited to the needs of the disabled. People with disabilities were often harassed by private and Government bus conductors and drivers, Mr.Nagappan observed.
They were discriminated against and were not treated on a par with others.
According to the UNCRPD, every Government department should allot three per cent of its resources for people with disabilities.
More than 25 people with disabilities attended a meeting organised by Caliber Trust to discuss the need to implement laws governing the welfare of the disabled.
The Trust conducts several training programmes for people with disabilities and is supported by the UDIS Forum, a network of organisations working for the disabled in Coimbatore.

‘Take action against conductor who ill-treated people with disabilities’
COIMBATORE: Caliber Trust, an organisation working for the welfare of people with disabilities in Coimbatore, has urged the government to sensitise its officials on the rights of the disabled.
This follows complaints from a group of people with disabilities who were forced to pay the fare and humiliated by the conductor of a bus in which they were travelling. Six of them were visually impaired and one had serious orthopaedic impairment. They were travelling in a government bus from Tirupur to Coimbatore on Tuesday.
According to Surya Nagappan, Director of Caliber Trust, the conductor demanded full fare and refused to acknowledge the rule that people with visual impairment had the right to travel free of cost. “He refused to take a look at the ID cards that all of them carried and used abusive language against them,” alleges Mr. Surya.
The government has issued an order allowing travel concessions for people with physical disabilities. The incident is an indicator of the lack of awareness among government officials on the rights of the disabled, Mr. Surya observes.
Travelling in government buses is a nightmare for people with physical disabilities. The conductors often verbally abuse them and refuse to give them concession in the fare.
“Most buses refuse to let in people with disabilities and even if they do, they do not give enough time for the person with disability to board the bus. This has often led to accidents too,” says Srinivas Sathish, a B.Com (CA) student who is orthopaedically impaired. “When government buses do not stop, one can imagine the case of private buses,” he adds.
The government should organise training programmes to sensitise officials on rights of people with disabilities, says Pon. Chandran, Joint Co-ordinator of the People’s Union of Civil Liberties (PUCL), Coimbatore. “Despite producing their national ID cards, they were overcharged and ill-treated by the conductor. This is gross violation of human rights,” he says.
“Unless action is taken against the conductor who did not discharge his duty well, the problem will go unnoticed,” Mr. Surya says. The government should provide ramps in public places for the benefit of the disabled. Issuing digital cards to people with disabilities will bring about a great change to their lives, he adds.

CHENNAI, DEC. 2. Employ the disabled and implement the Persons with Disabilities Act, 1995, was the demand of those with disability and activists on Thursday on the eve of the World Disability Day.
As per the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, three per cent of Government jobs should be reserved for them. But the Act has not been fully implemented so far.
On a day-long fast at Chepauk here to protest the Government's failure to meet their needs, the disabled called for filling up vacancies in the government by March 31.
"Nobody wants to hire a disabled person," said J. Deepa, a B.A. graduate who has done a course in computers. Earlier this year, she competed with participants from 13 countries to win silver and bronze medals at the Belgian Paralympics. Back home, she is unemployed.
"I want to appeal to private companies to hire disabled people," she said. Despite repeated efforts, she has not received any support from the Government.
The problem lies in the Government machinery and not in its policies, according to N.S. Venkataraman, Editor of Nandini - Voice for the Deprived. "There exists a big gap between the government and disabled people. The Government has to make itself more responsive to their needs," he said.
E. Alex Kannan, a visually impaired PCO operator, also believes the Government has the necessary schemes, but has not made them operational.
"The job of making announcements at railway stations should go to blind people according to a government order," he said. "But normal people are doing the job."
N. Balasubramanian from Ambattur asked why all typing and data processing jobs in the government could not be given to disabled people. "Even those who get the first few ranks in government-sponsored courses, don't find employment," he said.
"Under the National Handicapped Finance Corporation, around Rs. 450 crores has been allotted for self-employment, but the disabled have not benefited from this," said Mr. Balakrishna Nair from Nagercoil.
According to Mr. Venkataraman disability and poverty were linked. More than 90 per cent of the people with disability belonged to lower income groups. "Lack of access to quality education prevents them from getting jobs and coming up in life," he said.
The group called for more disabled people to be hired as district-level Rehabilitation Officers. "At present none of the Rehabilitation Officers are disabled. What we need is empathy, not pity," said A. Chidambaram from College Students and Graduates Association of the Blind.
The protest was organised by the Tamil Nadu Handicapped Welfare Federation Charities and Nandini-Voice for the Deprived.
The group demanded provision of unemployment allowance, unconditional loan facilities and free equipment such as calipers and wheelchairs.
They also called for ramps in public buildings.
BPCL gesture
On the occasion of World Disabled Day tomorrow, the Bharat Petroleum Company Limited (BPCL) will dedicate nine of its retail outlets in Chennai for the physically-challenged. These outlets will have wheel chairs, ramps, specially equipped toilets and friendly staff. The door sizes have been changed for easy manoeuvrability of wheelchair in the store.

COIMBATORE: The Government is not sympathetic to the needs of the disabled. Even the 3 per cent reservation for the disabled allotted by the Central Government is not filled up.
“The vacancies in the Government departments should be duly filled and the disabled should be given the posts that are reserved for them,” says Surya, Managing Trustee of Caliber, an organisation working for people with orthopaedic disabilities.
Vacancies
According to Mr. Surya, the Tamil Nadu Public Service Commission had announced vacancies for Field Surveyor (93 posts) and Draftsman (235 posts).
But, no reservations had been allotted for the physically disabled, he alleges.
Ideal
“These are jobs which educated people with physical disability can easily perform. Since it doesn’t involve much mobility skills, the jobs are ideal for persons with orthopaedic disability. It is unfair to the disabled not to give them a chance to prove their worth,” he adds.
Though the Government had filled about 2.5 lakh vacancies, only 61 disabled people got jobs. As per the 3 per cent reservation, at least 7,500 disabled people should be given employment.
The organisation has about 300 members with orthopaedic disability. It is also identifying disabled people who are in need of skill development training and communication skills.

Art and craft exhibition

COIMBATORE: An exhibition of art and craft work of people with disabilities will be organised by Caliber Trust, an organisation of people with physical disabilities, on February 9 at the Annapoorna Hall at R.S.Puram. The items will be for sale. The proceeds of the sale will go to the welfare activities of the Trust.

தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையத்தின் விளம்பர எண் 135ல் அறிவிக்கப்படடுள்ள மொத்த காலியிடங்கள் 3875 அதில் உடல் ஊனமுற்றோர்களுக்கு உரிய 3% ஒதுக்கீட்டின்படி 133 இடங்களை ஒதுக்கீடு செய்திருக்க வேண்டும் ஆனால் தட்டச்சர் பணிகளில் 32 இடங்களையும் சுருக்கெழுத்தர் பணிகளில் 6 இடங்களையும் ஒதுக்கியிருக்கிறது தேர்வாணையம். 133 இடங்களுக்கு பதில் 38 இடங்களை மட்டும் உடல் ஊனமுற்றோருக்கு ஒதுக்கினால் ஊனமுற்றோர் என்ற அடிப்படையில் வேலை வழங்கப்பட வேண்டிய 95 இடங்கள் நியாயமாக ஒதுக்கீடு செய்யப்பட வில்லை.95 பேருக்கு அரசு வேலை வாய்ப்பு கிடைக்காமல் போயவிடும். இதற்கு அரசு அளிக்கும் விளக்கம் என்ன? டாஸ்மாக்கில் பணியாற்றி வரும் பணியாளர்களுக்கென சிறப்பு போட்டித் தேவை தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம் அறிவித்துள்ளது விளம்பர எண் 142 இதில் மொத்த காலிப் பணியிடங்கள் 4103 இதில் உடல் ஊனமுற்றோருக்கு ஒதுக்கப்பட்டிருப்பது வெறும் 32 இடங்களே. 3% இட ஒதுக்கீட்டின்படி உடல் ஊனமுற்றோருக்கு 123 இடங்களை ஒதுக்கியிருக்க வேண்டும். ஆனால் தேர்வாணையம் வெறும் 32 இடங்களை ஒதுக்கீடு செய்து உடல் ஊனமுற்றோரின் வாழ்வாதார உரிமையைப் பறிக்கிறது. அரசு வேலை கிடைக்கும் என்ற நமபிக்கையில் இலட்சக் கணக்கான ஊனமுற்றோர் இருக்கின்றனர். அரசு வேலை என்பது ஒரு சிறப்பு சமூக அந்தஸ்த்து. ஊனமுற்றோரைப் பொறுத்தவரை ஒரு அரசு வேலை இருந்தால் அவர்களுககு எளிதில் திருமணம் நடக்கும். பாதுகாப்பான ஒரு வாழ்க்கை அமையும். உடல் ஊனமுற்றோரின் உரிமைகள் என்பது அடிப்படை மனித உரிமைகள் ஆகும். எனவே அரசு உடல் ஊனமுற்றோருக்கு வழங்க வேண்டிய 3சதவிகித இடஒதுக்கீட்டைப் உடனடியாக வழங்க முன் வர வேண்டும். எனவே அரசு தேவையான நடவடிக்கை எடுக்க வேண்டும். இதில் நீதிமன்றம் தலையிட்டு உடனடியாக உடல் ஊனமுற்றோருக்கு உரிய இட ஒதுக்கீட்டினைப் பெற்றுத் தர வேண்டும் என்று அனைத்து உடல் ஊனமுற்றோர் சார்பாகக் கேட்டுக் கொள்கிறோம்.
